City of North Vancouver - LEC Rate Review

As referenced in previous UDI newsletters, on November 20th, Council adopted proposed rate changes brought forward in a report by the Lonsdale Energy Corporation (LEC). The changes will come into effect on December 1st, 2023.
Proposed changes include:
- Adjusting the Meter Charge, Capacity Charge, and Connection Fee for inflation to protect the LEC's purchasing power. LEC staff are recommending adjusting both the Meter and Capacity charges by the 2021 and 2022 change in the Consumer Price Index (CPI) All-item Index (4.6% and 5.9% respectively) to account for the historical inflation since the last rate adjustment;
- Adjusting the Capacity Rate to include a clean energy premium to facilitate the recovery of costs for current and future low carbon energy sources (addition of 7% clean energy premium);
- Implementing a minimum charge to the Connection Fee ($75,000) to ensure adequate recovery of costs for new connections, with connection fees calculated at above this minimum continuing to be applied on a variable charge per kW basis. Staff also recommend adjusting the connection fee rate by the 2021 and 2022 change in the CPI (4.6% and 5.9% respectively).
