City of New Westminster - Zoning Amendment to Remove Mini-storage Use from M-1, M-5 and CM-1 Industrial Districts, and to Require Storage in Multi-family Residential Districts

As mentioned in previous updates, on May 26th, Council gave final adoption to the proposed amendments to the Storage Amendments Zoning Bylaw that proposes to remove mini-storage as permitted uses within the Light Industrial Districts (M-1), Light Industrial Mixed Use Districts (M-5) and Commercial Industrial Districts (CM-1).

As mentioned in previous updates, on May 5th, Council gave three readings to the proposed amendments to the Storage Amendments Zoning Bylaw that proposes to remove mini-storage as permitted uses within the Light Industrial Districts (M-1), Light Industrial Mixed Use Districts (M-5) and Commercial Industrial Districts (CM-1). Council then gave final adoption to the Multiple Unit Residential Storage Requirements Amendments Bylaw that requires the provision of personal storage space for residents in multiple unit residential buildings.

April 15, 2025

As mentioned in previous updates, on April 7th Council referred the Storage Amendments Zoning Bylaw back to staff directing them to exempt the two properties currently instream from the zoning changes. The Zoning Bylaw proposes to remove mini-storage as permitted uses within the Light Industrial Districts (M-1), Light Industrial Mixed Use Districts (M-5) and Commercial Industrial Districts (CM-1). Council then gave three readings to the Multiple Unit Residential Storage Requirements Amendments Bylaw that proposes to require the provision of personal storage space for residents in multiple unit residential buildings.  

The bylaw proposes to require 3.7 m2 per dwelling for residential storage in new multi-family residential buildings, either in-suite or underground. If located underground, it would be exempted from floor space area calculations. This would ensure that residents of newer buildings still have access to storage and would also not add further demand for stand-alone mini storage as the population increases.

April 1, 2025 

At their meeting on March 24th, Council received a report for information of proposed text amendments to the zoning bylaw related to mini-storage use in M-1, M-5 and CM-1 Zoning Districts, and to requiring storage in new multi-family residential buildings, and approved that no public hearing for this zoning bylaw be held. 

Staff is recommending the following changes to the zoning bylaw:  

  • Mini-storage use be removed from the list of permitted uses in the M-1, M-5 and CM-1 zoning districts. Applicants wishing to develop under this use would require a rezoning, enabling the City to ensure the use, building massing, and other urban design elements impacting city streets and other public spaces are appropriately configured.  
  • Require 3.7 m2 per dwelling for residential storage in new multi-family residential buildings, either in-suite or underground. If located underground, it would be exempted from floor space area calculations. This would ensure that residents of newer buildings still have access to storage and would also not add further demand for stand-alone mini storage as the population increases.    

Staff will now work on preparing the bylaw for Council consideration of readings, with the anticipated date of adoption being July of this year.
