City of New Westminster - Subdivision and Development Control Bylaw

At their regular meeting on December 15th Council gave three readings to the proposed amendments to the Subdivision and Development Control Bylaw to update the bylaw in accordance with current industry standards and practices, clarify language for consistency and implementation, and incorporate updates required to align with recent provincial housing regulations under Bill 16.聽

The proposed amendments modernize the City鈥檚 subdivision and development standards through administrative, technical, and policy updates: 聽

路 Administrative Updates: Add a definition for Servicing Officer; standardize the use of Approving Officer; and update ministry references. 聽

路 Housing Alignment: Reflect new housing forms permitted under Bill 16, such as multiplex developments, by updating runoff coefficients, fireflow requirements, and other servicing standards. 聽

路 Infrastructure Standards: Update Schedule B and C for roads, drainage and utilities to reflect current engineering best practices and regional standards. 聽

路 Sustainable and Resilience: Include requirements for active transportation infrastructure, green amenities, and climate-resilient design features. 聽

Fees and Clarity: introduce a Utilities Modelling Fee for development requiring specialized analysis and make formatting, numbering, and reference corrections for improved readability. 聽

These changes will enhance consistency, reduce administrative burden, and better support efficient development servicing reviews.聽
