City of New Westminster - Interim Development Review Framework Update

At their regular meeting on June 22nd, Council endorsed the proposed updates to the Interim Development Review Framework to reflect work completed by the City in response to the Provincial Housing Legislation and housing initiatives. Since the framework was first endorsed by Council in January 2024, a number of the required changes have been completed, and other, more detailed policy is still under development. This report outlines a series of proposed updates that align the framework with recently adopted projects, clarify the remaining policy changes underway and interim policies that apply.

The projects identified in this report are underway or included in the department work plan for 2027 onward, such as:

  • Lot consolidation policy for low-, medium- and high-rise buildings;
  • Policy guidance for infill housing and townhouse projects in TOD Areas;
  • Updated policy on variances for infill housing and townhouse projects;
  • An Official Community Plan amendment policy;
  • Official Community Plan updates for the 22nd Street Station area and Lower Twelfth and Sharpe Street;
  • Phase 2 of the townhouse program, for areas designated but not yet zoned for townhouse; 
  • Consideration of an infill housing program for Queensborough; and
  • Development Cost Charge and Amenity Cost Charge updates along with future Financing Growth work in order to align with Provincial Legislation.
