City of New Westminster - Infill Housing Program

At their meeting on May 11th, Council gave first and second readings to the amendments to the OCP and Zoning Bylaw in order to implement the Infill Housing Program. This program is a key component of the City's Housing Accelerator Fund (HAF) commitments and responds to provincial Small-scale Multi-unit Housing (SSMUH) legislation. The program pre-zones approximately 3,000 properties in low-density residential areas. Specifically, 1,900 properties are pre-zoned for up to four units, and 1,100 properties are pre-zoned for up to six units.
The new zoning districts allow for multiple principal buildings on a single property, buildings up to three storeys, and a variety of forms including duplexes, triplexes, and multiplexes. While the pre-zoning removes the need for site-specific rezonings, a Development Permit is still required to ensure compliance with new design and sustainability guidelines.
