City of New Westminster - Inclusionary Housing Policy: Update

At their September 8th Council Workshop meeting, Council reviewed the proposed Inclusionary Housing Policy and amended staff’s recommendation. Instead of the proposed 10% inclusionary units in buildings of 8-storeys or less and 5% in buildings over 8-storeys, Council approved a requirement of 10% for both wood-frame and concrete projects. 

Council then adopted the amended Inclusionary Housing Policy, with the policy to take effect upon adoption of the Development Cost Charges Bylaw, or on December 1, 2025, whichever comes first.  

The policy provides exemption for townhouses, applications in Queensborough, secured market rental housing and affordable housing applications.
