City of New Westminster - Implementation of Transit Oriented Development Area Extensions and Regional Planning

At their meeting on May 11th, Council gave first and second readings to the proposed amendments to the OCP Bylaw that would implement the Transit Oriented Development Area Extensions and Regional Planning requirements.Β The Province's TOD framework, introduced in 2023, enables density within 800 metres of the City's five SkyTrain stations. Council adopted initial OCP amendments on February 26, 2026, establishing new land use designations aligned with the Province's three-tier density framework, including a new "Residential β Limited Mid Rise" designation permitting up to 8-storey development in Tier 3. Because the provincial TOD boundaries did not account for local conditions such as subdivision patterns, roadways, and topography, Council directed staff on March 9, 2026 to apply the "Residential β Limited Mid Rise" designation to approximately 100 properties on the edges of the TOD boundaries to create smoother density transitions into adjoining neighbourhoods.
