At their meeting on November 4th, Council gave three readings to the proposed amendments to the Zoning Bylaw, which will require 50% of parking spaces in new non-residential buildings to be EV Ready.Â
The bylaw includes the following amendments for new buildings (except hotels) that contain at least 100 square meters of nonresidential floor area: Â
- Â a minimum of 40% of the provided non-residential off-street parking spaces shall provide an Energized Level 2 outlet, or higher, with or without an Electric Vehicle Energy Management System; Â
- Â a minimum of 10% of the provided non-residential off-street parking spaces shall provide an Energized Level 2 outlet, or higher, without an Electric Vehicle Energy Management System; Â
- Â all provided accessible off-street parking spaces shall provide an Energized Level 2 outlet, or higher. A minimum of 20% of provided accessible off-street parking spaces shall provide an Energized Level 2 outlet, or higher, without an Electric Vehicle Energy Management System; and Â
- All provided off-street parking spaces for car share vehicles shall provide an Energized Level 2 outlet, or higher, without an Electric Vehicle Energy Management System.Â

On October 30th, Council endorsed staff’s recommendation of EV Ready Requirements for new non-residential buildings for consultation with the development community. As a next step, staff will conduct outreach and engagement with the development community to collect, analyse, and incorporate feedback as applicable to adjust the requirements.
The proposed requirements can be referenced below:
- For non-residential land uses with 1,000 square metres or larger in gross floor area, a minimum of 50% of the required off-street parking spaces shall feature an energized level 2 outlet, or higher, where:
- A minimum of 40% of the required off-street parking spaces shall feature an Energized Level 2 Outlet, or higher, which may be connected to an Electric Vehicle Energy Management System (EVEMS) controls to facilitate load sharing and ;
- A minimum of 10% of the required off-street parking spaces shall feature a dedicated Energized Level 2 Outlet, or higher, to the parking space.
- Within the defined percentages above, all required accessible off-street parking spaces shall feature a dedicated Energized Level 2 Outlet or higher to the parking space.
