City of New Westminster - Development Cost Charges

As mentioned in previous updates, on July 8th, Council adopted the proposed inflationary update of the City’s Development Cost Charges (DCCs) with an increase of 4.3%. On March 11th, 2024, Council adopted the bylaw to increase the City’s DCC rate for inflation by 4.3%. This bylaw was forwarded to the Ministry of Municipal Affairs for their records as required by the Community Charter. However, the ministry requested the bylaw be repealed and replaced with a new bylaw, which received approval by the Inspector of Municipalities on June 17th.Â

As mentioned in previous updates, on May 27th, Council gave three readings to the City’s Development Cost Charge (DCC) Bylaw. On March 11th, 2024, Council adopted the bylaw to increase the City’s DCC rate for inflation by 4.3%. This bylaw was forwarded to the Ministry of Municipal Affairs for their records as required by the Community Charter. However, the ministry has requested the bylaw be repealed and replaced with a new bylaw, which needs approval by the Inspector of Municipalities prior to adoption.Â
The DCC rates proposed in the new bylaw are the same rates proposed prior. The effective date of the new DCC rates was revised from April 1, 2024 to August 1, 2024 to allow for inspector approval.Â

The City is proposing to increase Development Cost Charges (DCCs) to address inflationary cost increases. The rate will be limited to the 2023 Vancouver Consumer Price Index (CPI) of 4.3%. The rate increase will apply to all of New Westminster’s DCC charges.

The amendment bylaw will be going to Council for First, Second, and Third Reading on February 26th, 2024. Adoption is proposed for March 11th, 2024. The effective date of the new rates is proposed for April 1st, 2024.
