City of New Westminster - Application Review Framework for Instream Development Applications

At their meeting on November 3rd Council directed staff to process instream rezoning applications that include strata residential housing in buildings with six or more storeys, excluding Heritage Revitalization Agreements. The staff report seeks Council endorsement of a structured timeline for processing development applications which would be impacted by the Cityโ€™s adoption of an Amenity Contribution Charge Bylaw, which is anticipated to be considered by Council in the coming months.ย 

The review process would include five specific stage gates (i.e. milestone deadlines between now and June 30, 2026 that must be met by the applicant and/or City staff) to create a path for applications meeting Council Strategic Priorities, City policies/ regulations, and/or other key City objectives, to move forward to consideration of First Reading by June 30, 2026.ย

Staff will advise applicants who would be in the category of needing to achieve First Reading by the deadline, should Council adopt an ACC Bylaw in the coming months.ย
