City of Mission - Updated Development Permit Area Guidelines

At their meeting on July 6th, Council gave second reading to the proposed amendments to the Official Community Plan in order to update Development Permit Area Guidelines. In response to discussion at their June 15 Council meeting, additional information is provided below regarding where Development Permits apply to single-family dwellings and small-scale multi-unit housing (SSMUH) projects. Development permits for certain single-family dwellings, duplexes, and all SSMUH developments are regulated through the Ground-Oriented Residential Development Permit Area Design Guidelines. ย

Single-Family Dwelling (SFD)ย

  • The guidelines apply to single-family dwellings located on urban residential lots within the Urban Growth Boundary that are 500 square metres or less in area.ย 
  • This approach reflects the Cityโ€™s existing review practices and is consistent with the Local Government Act, which enables municipalities to regulate intensive single-family residential development through Development Permit Areas. Small-Scale Multi-Unit Housing (SSMUH)ย 
  • A development permit is required for all SSMUH forms, including duplexes, triplexes, fourplexes, and infill townhouse developments, regardless of lot size. within the Urban Growth Boundary.ย 
  • A development permit is required for coach houses and garden cottages located within the Urban Growth Boundary, regardless of lot size.ย

Looking forward, Council may wish to examine whether development permits for coach houses and garden cottages are necessary in all circumstances. One option would be to consider applying the same 500 square metre threshold used for single-family dwellings. However, staff recommend maintaining the current review requirements for coach houses and garden cottages, as this approach is consistent with existing practice and ensures continued oversight of form and character considerations.ย
