At their regular meeting on April 7th, Council received a report for information that provides the third update on the operations of the pilot Development FastTrack Program. The report updates Council on the FastTrack Program’s overall performance with respect to application numbers and types, and staff resources spent during its third quarter of operation.

May 5, 2025
At their regular meeting on May 5th, Council approved the launch of the Development FastTrack Program and proposed implementation approach, as well as the associated bylaw amendments to implement the applicable Program fees. The City’s new Development FastTrack Program is a formal service enhancement initiative designed to improve the processing of a limited number of development applications. By leveraging capacity funding, the City can provide focused and responsive planning service while maintaining fairness for standard applications.Â
Key Program Features:Â
- Capacity-funded, enhanced development review serviceÂ
- Limited to 3 developers/6 active projectsÂ
- $10,000 annual enrollment feeÂ
- Projects may include rezoning, DP, DVP, subdivisions, etc. Â
- $20,000 per project deposit, drawn down at $120/hourÂ
- No changes to legislated or City processes or Council discretion Â
