At their regular meeting on July 21st, Council approved the continuation of the City’s FastTrack Program under the existing operational parameters (Option 1). The Development FastTrack Program is a Program aimed to expedite land development applications. Eligible projects are prioritized by concentrating resources and focusing attention on selected Projects thereby reducing the standby time caused by the capacity constraints that cause queuing for non-priority projects. 

Option 1: Continuation – While demand for FastTrack is currently too low to for the position to operate on a full-time, self-funded basis; the position can function with auxiliary planning work assigned to it without eroding the benefits of the program experienced over the past year. Maintaining the position challenges the City’s budget depending on the work assigned to the position; although the FastTrack Program does provide some additional revenue to lower overall costs.

April 7, 2026

At their regular meeting on April 7th, Council received a report for information that provides the third update on the operations of the pilot Development FastTrack Program. The report updates Council on the FastTrack Program’s overall performance with respect to application numbers and types, and staff resources spent during its third quarter of operation.

May 5, 2025

At their regular meeting on May 5th, Council approved the launch of the Development FastTrack Program and proposed implementation approach, as well as the associated bylaw amendments to implement the applicable Program fees. The City’s new Development FastTrack Program is a formal service enhancement initiative designed to improve the processing of a limited number of development applications. By leveraging capacity funding, the City can provide focused and responsive planning service while maintaining fairness for standard applications. 

Key Program Features: 

• Capacity-funded, enhanced development review service 
• Limited to 3 developers/6 active projects 
• $10,000 annual enrollment fee 
• Projects may include rezoning, DP, DVP, subdivisions, etc.  
• $20,000 per project deposit, drawn down at $120/hour 
• No changes to legislated or City processes or Council discretion
