City of Mission - Development Cost Charge and Amenity Cost Charge Bylaws

Adopted

As mentioned in previous updates, on May 5th, Council adopted the proposed Development Cost Charge (DCC) Bylaw and Amenity Cost Charge (ACC) Bylaws following approval from the Inspector of Municipalities on April 14th. During the meeting, Council approved the following motion related to the adoption of the ACC Bylaw:  

  • All existing development applications as of the date of adoption (May 5th) will be expected to contribute using the current CAC contribution policy either in full cash payment or through a combination of in-kind contributions and cash, provided that the total value is equivalent to the current CAC rate. Should an applicant be subject to the new ACC rates established in the ACC bylaw, they would be required to withdraw their existing application and submit a new application which will be evaluated under the updated ACC bylaw and policy.

March 18, 2025

As mentioned in previous updates, on March 10th, Council gave three readings to the proposed Development Cost Charge (DCC) Bylaw and directed staff to submit the Bylaw to the Inspector of Municipalities for approval. The rates proposed will be phased-in over a three year period with the following chart providing an overview of the current and proposed DCC levies:

At their meeting on March 10th, Council gave three readings to the proposed Amenity Cost Charge (ACC) Bylaw and delayed adoption of the ACC Bylaw until the DCC Bylaw receives approval from the Inspector of Municipalities and is ready for adoption. Council also chose to exclude the Industrial, Commercial, and Institutional sectors from ACC levies.

At their meeting on March 10th, Council also voted in favour of the recommendation from staff to not enact a Development Cost Charge (DCC) and Amenity Cost Charge (ACC) Waiver and Reduction Bylaw but provide waivers and reductions for non-market rental housing on a case-by-case basis through a grant application process as detailed in Option #1 of the report. This option lets Council choose which project is eligible for a capital grant.

September 12, 2024

At their meeting on August 19th, Council endorsed staff’s recommendation to initiate stakeholder consultation on the City’s proposed update to their Development Cost Charges (DCCs) and introduction of Amenity Cost Charges (ACCs). The report outlines that the updated DCC bylaw is proposed to Council to include fire, police, solid waste, and provincial highway projects within the DCC capital plan.

The draft DCC Background report will accompany a submission to the Inspector of Municipalities seeking approval of the updated DCC bylaw before being adopted by Council. 

The ACC Bylaw does not require approval from the Inspector of Municipalities prior to being adopted by Council.
