City of Maple Ridge - Zero Carbon Step Code Update

At their regular meeting on July 14th, Council directed staff to delay the implementation of EL-4 of the Zero Carbon Step Code to September 1, 2027. The delay recognizes the current difficult market conditions for development and allows staff to collect more real-world data on projects that come to completion under the requirements of EL3 over the coming year.

February 25, 2025

As mentioned in previous updates, on February 25th, Council adopted the proposed amendments to the City’s Building Bylaw to enable Zero Carbon Step Code.   

The timelines for ZCSC adoption for Part 3 residential and Part 9 buildings are: 

  • Strong Carbon Performance (EL-3) effective July 1, 2025  
  • Zero Carbon Performance (EL-4) in September 1, 2026

February 18, 2025

At their meeting on February 11th, Council endorsed the introduction of the Zero Carbon Step Code (ZCSC) giving three readings to the City’s Building Amending Bylaw. The proposed timelines for ZCSC adoption for Part 3 residential and Part 9 buildings are: 

  • Strong Carbon Performance (EL-3) effective July 1, 2025  
  • Zero Carbon Performance (EL-4) in September 1, 2026 

Council also directed staff to report back on the outcomes of level EL-3 prior to implementation of level EL-4 on August 1, 2026.
