City of Delta - Underground Overhead Utility Requirements

At their meeting on February 10th, Council voted to approve a reduction in the scope of undergrounding existing overhead third-party utility infrastructure to the following priority areas: 

  • Key corridors and development zones with buildings of six or more stories; and 
  • New installations in master-planned communities. 

Before this decision, Delta's Subdivision and Development Standards Bylaw required developers to underground all overhead third-party utilities along the development frontage. However, following feedback from the development community regarding the challenges of the current universal undergrounding requirement, staff have proposed a more focused approach that addresses financial feasibility concerns. The updated policy targets undergrounding in priority areas, which include: 

  1. Key Community Corridors: 
    1. Scott Road 
    2. 84 Avenue 
    3. Ladner Trunk Road 
    4. Ladner Village 
    5. 56 Street 
  2. Higher-Density Areas (buildings at or above six stories) 
  3. Master-Planned Communities (e.g., Southlands, Delsom)
