City of Delta - Streamlining Development Approvals Process

New Development Application Procedure Bylaw – First, Second, and Third Readings:

On November 20, Council gave First, Second, and Third Readings to an updated Development Application Procedures Bylaw. This update is intended to streamline the development application process and includes changes such as:

  • Removing detailed application requirements from the bylaw in favour of application requirements that are in a form specified by the General Manager of Development;
  • Requiring public notice signs for a limited number of application types such as Official Community Plan and zoning bylaw amendments; and
  • Eliminating the requirement for mail notification for development permit applications, which are generally of a more technical nature.

Additionally, the updated bylaw allows the delegation of more technical and administrative decisions to staff including:

  • Issuing and/or amending a broader range of development permits;
  • Issuing and/or amending temporary use permits;
  • Issuing and/or amending variances to the Sign Bylaw;
  • Issuing and/or amending minor development variance permits (a minor development variance could include varying height, setbacks, lot coverage, and off-street parking requirements);
  • Issuing heritage alteration permits;
  • Amending development application notice sign requirements; and
  • Executing legal documents required as a condition of Council approval, such as entering into legal agreements, covenants, or statutory rights-of-way.
