City of Delta - Housing Target Progress Report – Year 2 

At their meeting on October 20th, Council received the Housing Target Progress Report – Year 2 for information. The report provides progress information relating to the City of Delta’s Housing Target Order, covering the period from October 1, 2024 to September 30, 2025 as required under the Housing Supply Act.  

Delta added a total of 585 net new units between October 1, 2024 and September 30, 2025, for a cumulative total of 1,146 net new housing units between October 1, 2023 and September 30, 2025, exceeding the Year 2 target.

At their regular meeting on October 21st, Council reviewed the Housing Target Progress Report and directed staff to forward the report to the BC Ministry of Housing, as required by the Provincial Housing Supply Act. In October 2023, the Province issued a Ministerial Order requiring the City of Delta to meet a five-year target of 3,607 net new housing units to be completed starting October 1, 2023. This target represents 75 percent of Delta’s estimated five-year housing need and requires the City to report annually on its progress via Council resolution. This report covers the first full reporting period with an assigned target, detailing housing data from October 1, 2023, to September 30, 2024. Delta has surpassed the first required target by achieving 561 net new housing units between October 1, 2023 and September 30, 2024.
