At the Council-in-Committee meeting on July 15th, the Council received a report for information on the micromobility update from the Transportation Plan. Following the engagement in Phases 1 and 2 of the process, concerns were raised about road safety and the need for separated micromobility infrastructure, such as All Ages and Abilities (AAA) infrastructure. Currently, the City has over 100 km of signed and marked micromobility routes, but only 35 km of it is considered AAA, and they are not all connected. Funding for this potential action will primarily be from Transportation DCCs and the DCC Matching Reserve.

At the Strategic Priorities Standing Committee on June 25th, Council received a report for information outlining priorities and projects for the Transportation Plan. The report outlines upcoming projects and changes to the Sidewalk Program priorities. 

In terms of changes to sidewalk prioritization, the City is moving to a data-driven and coordinated sidewalk prioritization model with both quantitative and qualitative inputs, including density, proximity to transit, and observed demand, etc. Development potential is now considered a ‘qualitative factor’, and the City is considering the potential for redevelopment to deliver sidewalks rather than as a capital project or to use interim/temporary sidewalks to complete higher priority gaps when development timelines are extended. As part of the criteria, the City will also be evaluating design constraints such as steep terrain for the sidewalks. Street elements like new trees are now incorporated and budgeted into sidewalk projects to coordinate and maximize the impact of projects. 

The City anticipates using funding from the dedicated TransLink Local Government Cost Sharing Program and Development Cost Charges (DCCs) for eligible sidewalks (arterial/collector roads). As part of the ongoing Development Finance Review, staff will continue to evaluate other potential funding sources such as a future Transportation Demand Management Reserve Fund to provide longer term stable funding source for the sidewalk program.
