City of Coquitlam - Proposed Extension of Provincial Deadlines for the Use of Bonus Density

On January 27th, Council directed staff to prepare correspondence requesting an extension to Provincial deadlines to allow the continuation of the use of bonus density until June 30th, 2028. Under Bill 16, existing density bonus bylaws must comply with the new requirements by June 30th, 2025.Β 

The report notes several justifications for their request for an extension, such as:Β 

  • More time for the Province to provide guidance, allowing the City to develop replacement density benefit, Amenity Cost Charge (ACC), and rental incentive programs to support the City’s transition from bonus density;Β 
  • Achieve fairness, transparency, and predictability to in-stream and new development applications submitted prior to the new ACC, as well as providing clarity on the stream of processing for each application;Β 
  • Stabilize the City's development application process by providing clarity and minimizing the impact to the economic viability of new projects;Β 
  • Ensuring the City can continue to support growth by generating the funding for critical community amenities and infrastructure; andΒ 
  • Enable the continuation of the City's existing rental incentive program and funding of childcare resources during the extended period for applications processed under the current bonus density stream, which directly supports provincial goals.Β
