On October 20, Council endorsed the Priority Review Policy for Non-Profit Housing as part of the Housing Accelerator Fund Initiatives. The proposed policy intends to minimize costs, increase access to funding, and attract more affordable housing proposals. 

The Policy will enable a streamlined and expedited review timeline for eligible projects with a concierge-like service. The eligible project types include 

• 100% Non-Market Housing; and 
• Non-Profit Partnership with a Private Developer (less than 50% of GFA is owned by a private developer). 

The proposed policy will come into effect for applications received on or after January 1, 2026. More information can be found in the full report by City staff.
