City of Coquitlam - HAF Progress Report

On February 9, Council directed staff to submit their implementation summary of Housing Accelerator Fund initiatives to CMHC. The Action Plan implementation summary is as follows:

Further notable actions the City will be taking include:

  • Building Permit Digitization - A staff report to Council is scheduled for February 2026 with continued enhancements to the system planned beyond the June 30, 2026 CMHC milestone.
  • Rental Incentive Program Review - Identifies new or expanded policy tools-to incentivize Purpose-Built Rental (PBR) housing, particularly in medium- and high-density zones. Completion of this work had to be adjusted due to the provincial legislation to allow for alignment with the Development Finance Framework Review. This initiative is approximately 90% complete. All work will be completed by the June 2026 deadline.
  • Citywide Parking Review - This initiative is approximately 90% complete. Staff anticipate bringing the final strategy and bylaw adoption to Council in Spring 2026.
  • Southwest Housing Review - Phases 3 and 4 - This initiative examines opportunities for infill development in existing single-family areas and along key corridors in Southwest Coquitlam. This initiative is approximately 90% complete. The Shoulders and Corridor Study component of the initiative is being completed under Stage 2 of the TOA Update Project, targeting completion in early 2026.
  • CP Program - This work is approximately 25% complete. Draft Building Bylaw amendments are in circulation with staff, with a report to Council anticipated in early 2026.
