City of Coquitlam - TOAs and Southwest Shoulders and Corridors

As mentioned in previous updates, on May 26, Council adopted land use and servicing concepts for Transit-Oriented Areas (TOAs) and Southwest Shoulders/Corridors. Since the last report, the following changes have been made to the concepts presented in the report in November 2025:
- Remove Townhouse Proposal and Retain Small-Scale Residential Land Use
- Staff have removed the proposed Townhouse Residential land use designation from two locations:
- Sub-Area D: West Austin Corridor - Properties along the south side of Austin Avenue, between Walker Street and Joyce Street; and
- Sub-Area F: Como Lake Corridor - Properties along Como Lake Avenue and Graver Avenue, between Townley Street and Hailey Street.
- The properties at these locations retain their existing land use designation of Small-Scale Residential. As a result of this revision, there are no proposed land use designation changes within Sub-Area F: Como Lake Corridor.
- Staff have removed the proposed Townhouse Residential land use designation from two locations:
- Supporting the Redevelopment of Aging Commercial Sites on CorridorsÂ
- Staff have retained the existing Commercial land use designation for the following commercial nodes:
- Austin Avenue, between Draycott and Mundy Streets; and
- Como Lake Avenue, between Linton and Montrose Streets.
- To further support opportunities for future redevelopment of aging commercial properties, staff propose to amend Figure 7: Coquitlam's Envisioned Complete Communities in the Interim OCP to include the Austin Avenue node, proposed in addition to the Como Lake Avenue node.Â
- Staff have retained the existing Commercial land use designation for the following commercial nodes:
- Supporting New Local Commercial Space in Redeveloping Neighbourhoods
- Staff are proposing to support new local commercial space by:
- Adding a "Neighbourhood Commercial Node" to Sub-Area D: WestAustin Corridor near the intersection of Austin Avenue and Blue Mountain Street; and
- Adding policy to the Austin Heights Neighbourhood Plan that encourages local-serving commercial space as part of medium-density development at this location.

As mentioned in previous updates, at Council-in-Committee on November 17, Council received a report for information on draft land use and servicing concepts for Transit-Oriented Areas (TOAs) and Southwest Shoulders/Corridors. Â
The updated concept increases overall capacity by about 12,800 additional homes, driven mainly by required density increases in TOAs to meet provincial minimums. In the Southwest Shoulders and Corridors (Austin and Como Lake), growth is significantly scaled back from previous reports, reducing townhouse areas and lowering proposed densities, especially in Como Lake and Oakdale. Â

At Council-in-Committee on May 26th, Council received a report for information on draft land use and servicing concepts for Transit-Oriented Areas (TOAs) and Southwest Shoulders/Corridors.Â
Land use and policy changes in TOAs are discussed below:Â
- City Centre Planned TOAs:
- No land use and policy changes required.
- Burquitlam and Lougheed Planned TOAs:
- Re-designate all low-density residential lands in Tier 3 of the TOA to Medium-Density Residential;
- Allow properties located in Tier 2 and designated Medium-Density Residential to develop to the provincial minimum requirements for Tier 2 of the Transit-oriented Area (4.0 FAR and 12 storeys); and
- The properties in the current "Mixed-Density Area" in the Whiting-Appian proposed re-designating from Medium-Density Residential to High-Density Residential. Â
- Unplanned TOAs:
- Staff propose designating all low-density and townhouse residential properties in unplanned TOAs as “Transit-Oriented Area Reserve,” signaling it as a TOA, but with comprehensive planning and servicing addressed first.Â
Draft land use concepts for Southwest Shoulders include:Â
- Medium-density areas beyond the TOA boundary to facilitate logical land assemblies and ensure properties are not unable to develop under their land use designation; and
- Reestablishment of townhouse development opportunities.Â
Draft land use concepts for Southwest Corridors include:Â
- Mixed-use Neighbourhood Centres on Austin and Como Lake Avenues to support the development of 6-8 storey apartment buildings with ground-level commercial and adjacent townhousing; and
- Land use transition from the Burquitlam TOA to the proposed mixed-use node on Como Lake Avenue at Blue Mountain Street.Â
Regarding estimated servicing costs, projects that are DCC and ACC eligible would be reviewed and incorporated into these programs through future Bylaw updates.Â
