City of Coquitlam - DCC Update
At Council-in-Committee on February 10th, Council received a report for information regarding a Development Cost Charge (DCC) rate update. The relatively low average DCC rate increase of 3% for residential buildings resulted from the Cityβs effective management of capital infrastructure programs. Reserves had an unusual spike in 2023 due to developers accelerating applications before scheduled rate increases. Any in-stream applications are held at existing rates for one year following the adoption of the Bylaw.Β
The proposed timeline is as follows:Β
- Public/Industry Engagement - March/April 2025;Β
- DCC Bylaw First 3 readings - May 2025;Β
- Ministry Approval of DCC Program - May-July 2025; andΒ
- DCC Bylaw adoption - July 2025.Β
Β The new Amenity Cost Charge (ACC) program is being developed and will be brought to Council later in Spring 2025.Β
