City of Coquitlam - Construction Bylaw Amendments and BC Hydro

As mentioned in previous updates, on June 17th, Council adopted proposed amendments to the City’s Stream and Drainage System Protection Bylaw. The changes intend to expand the requirements for real-time monitoring and control of water treatment at development sites Citywide by the second half of 2024.

June 20th, 2024

On June 3rd, Council gave three readings to proposed amendments to the City’s Stream and Drainage System Protection Bylaw. The changes intend to expand the requirements for real-time monitoring and control of water treatment at development sites Citywide by the second half of 2024. 

The proposed bylaw changes include: 

  • Expanding Real-time Monitoring Requirements Citywide (prequalified and independent real-time monitoring service providers);  
  • Contingency Planning (design measures in place for intense storm impacts);  
  • Groundwater Management Planning (ensuring no non-compliant water is discharged from a site into the City's drainage system); and 
  • Joint professional practice guidelines.  

It was noted that the Development Services Agreement has already been amended so that sites are now required to have a temporary BC Hydro service connection before any permit is issued. This change intends to minimize the use of generators to power the water quality and monitoring equipment and will minimize the emissions and noise impacts to surrounding residents.
