City of Coquitlam - Citywide Parking Review - Scope of Phase 3 and 4

At Council-in-Committee on July 15th, Council received a report for information outlining the scope of work for the City-Wide Parking Review in alignment with the Provincial housing changes and the Housing Accelerator Fund (HAF) Action Plan. The scope of work outlines steps for Phase 3: City-Wide Curbside Management Strategy and Phase 4: City-Wide On-Site Parking Requirements.Β 

The proposed Phase 4: City-Wide On-Site Parking Rates review scope will focus on:Β 

  • Visitor Parking - Explore opportunities to accommodate on-site visitor parking in TOAs and review visitor parking rates within and outside TOAs;Β 
  • Residential Parking - Review parking rates for all land-use types within and outside TOD shoulder areas;Β 
  • Commercial/Industrial Parking - Review parking rates for all land-use types and seek opportunities to potentially reduce parking requirements as a means of promoting economic development;Β 
  • Institutional Parking - Review parking rates for assembly uses, daycares, and schools to account for staff parking, and pick-up drop-off activities that pose significant operational demand during peak hours;Β 
  • TDM and Payment In-Lieu of Parking - Review the City's TDM policy and payment-in-lieu of parking program in response to Bill 16 with specific amendments in TOAs to help offset the removal of residential parking minimums, as mandated by Bill 47/ Staff will also explore opportunities to expand the TDM and payment-in-lieu programs outside of TOD areas in support of increased SSMUH, townhouse and apartment developments;Β 
  • EV Charging - Revise the City's electric charging requirements, in alignment with the City's upcoming E-Mobility Strategy, including provisions for electric vehicle readiness and retrofits; andΒ 
  • Shared Parking - Explore opportunities to expand shared parking provisions in mixed-use developments outside of TOD areas. Shared parking provisions are based on the notion that parking stalls can be shared between two or more land uses with complementary parking demand profiles at different peak hours.Β 

Based on Council feedback on the proposed scope, staff will immediately proceed with Phase 3 and 4 of the City-Wide Parking Review. Staff will report back to Council with draft recommendations in Spring 2025. Staff intend to seek Council adoption for the City-Wide Curbside Management Strategy and the proposed amendments to Part 7 of the Zoning Bylaw, prior to the HAF deadline of November 30th, 2025.Β
