City of Coquitlam - Citywide Parking Review

At Council-in-Committee on April 27, the City received a report for information on the proposed Citywide Parking Review. The changes proposed are as follows:

  • Residential apartment and townhouses - Change from number of bedrooms to a blended ratio per unit:
    • Apartment
      • Citywide = 1.25
      • Shoulder = 1
    • Townhouse
      • Citywide = 2
      • Shoulder = 1.25
  • PBR - Reducing the parking ratio for non-market to reflect lower levels of vehicle ownership:
    • Citywide = 0.65
    • Shoulder = 0.5

New tiered ratios for industrial, refined categories for congregate housing and care, and changes to ratios for schools and tourist accommodations can be found in the full report.

At Council-in-Committee on July 28, Council received a report for information on the Citywide Parking Review as part of the Housing Accelerator Fund (HAF) initiatives. The report outlined various changes to parking ratios and requirements. 

Visitor Parking 

The elimination of residential parking requirements in TOAs under Bill 47 also removed the associated visitor parking requirement, as visitor parking was tied to residential ratios. City staff propose to reinstate visitor parking requirements, with a reduction of 25-35% from previous requirements: 

  • 0.15 visitor stalls per dwelling unit for the first 75 units (consistent with the current Shoulder Area rate);  
  • 0.10 stalls per dwelling unit for units 76 to 150;  
  • 0.07 stalls per unit for dwelling units beyond 150.  

Residential Rental 

Staff propose retaining current ratios for market and below-market, but lowering non-market: 

  • 0.65 stalls per unit citywide;  
  • 0.5 stalls per unit in TOA Shoulder areas 

Residential Multifamily 

Staff propose the removal of ratio differentiation based on unit type, proposed as follows: 

  • Apartment:  
    • 1.25 stalls per unit Citywide; 
    • 1 stall per unit for TOA shoulder areas; 
  • Townhouse: 
    • 2.0 stalls per unit Citywide;  
    • 1.25 stalls per unit TOA Shoulder areas 

Based on Council feedback, staff are likely to amend the visitor parking portion of the report, in addition to separating the Bylaws to make further amendments. 

Further review on other potential parking ratio changes is underway, and proposed ratios are anticipated to be presented to Council in the fall for other land uses. Staff are working on Phase 3 of the Curbside Management Strategy, focusing on creating a framework to guide the allocation of curbside space; it is anticipated to be brought forward in Fall 2025.
