At Council-in-Committee on September 29, Council received a report for information on the Certified Professional (CP) Program, as an initiative proposed under the Housing Accelerator Fund (HAF) Action Plan. By using third-party “certified professionals” to coordinate Building Permit submissions and to augment the work of City staff, the City hopes to promote improved project coordination, reduced permitting timelines, and the opportunity for more comprehensive staged permitting. 

Concerns noted in the report included the substantial start-up work for the initial implementation, the need for staff training, and change management. The City aims for the initial launch of the CP program to be completed in T1 of 2026, with the HAF deadline on June 30, 2026.
