City of Port Coquitlam - 2023 Utility Rate Review

As noted in previous UDI newsletters, at Council on January 23rd, proposed changes to the Cityβs utility rates were adopted. Flat rate residential Water and Sewer utility rates have been updated to align with population estimates. Since the City did not have water metering for residential properties, to achieve a more equitable method of differing between residential properties, a flat rate utility structure was constructed to approximate the usage per type of dwelling. Overall, this shift will decrease the Apartment and Secondary Suite rates, while shifting amounts to the Single-Family and Townhouse categories.

At Committee of Council on November 7th, Council supported recommendations of the Utility Rate Working group, describing several adjustments to the Cityβs utility rate. This included updating flat rate residential Water and Sewer utility rates to align with population estimates as provided in the report utilizing a 5-year phase in period.
Currently, Port Coquitlam does not have water metering for residential properties. To achieve a more equitable method of differing between residential properties, staff recommend constructing a flat rate utility structure that approximates the usage per type of dwelling. The Utility Working Group recommends a five-year phase in to achieve the proposed ratios.
