City of Chilliwack - Official Community Plan Review

As mentioned in previous updates, on February 20th, Council adopted proposed text amendments to the Comprehensive Development Area (CDA) land use designation within the 2040 Official Community Plan (OCP). A Public Hearing has been set for February 20th, 2024.

On January 23rd, Council directed staff not to pre-consult with outside agencies regarding proposed text amendments to the Comprehensive Development Area (CDA) land use designation within the 2040 Official Community Plan (OCP). In this instance, staff assert that pre-consultation with outside groups is unnecessary as the proposed changes are not anticipated to impact the interests of outside authorities/agencies.

The recent Provincial legislation outlined a change that when a residential rezoning application is consistent with the OCP, Council must not hold a Public Hearing as part of the bylaw consideration process. As a result, City staff have decided to amend the CDA land use designation to maintain development review consistency. The housekeeping change to the CDA land use designation ensures residential rezoning applications in these areas are reviewed consistently with current practices. Without the amendment, residential rezoning applications would require applicant-led OCP amendments, increasing review timelines.

The Housing Statutes require a full OCP review and update accommodating 20 years of residential growth by December 2025, which the City still expects to fulfill. The housekeeping amendment is determined to be an interim measure until that OCP review has taken place. More information can be found in the full report by City staff.
