City of Burnaby - EV Charging Requirements for New Non-Residential

As mentioned in previous updates, on January 14th, Council adopted amendments on EV Charging requirements. 

To ensure the appropriate provision of EV parking, an amendment to the Zoning Bylaw is proposed which will require EV charging based on the provided parking.

November 19th, 2024

At Planning & Development Committee on November 13th, the City Solicitor was authorized to bring forward amendments on EV Charging. As the EV charging infrastructure is based on parking spaces required by the Zoning Bylaw, areas of the City that do not require parking (due to TOAs, etc.) have no requirements for EV Charging infrastructure.  

To ensure the appropriate provision of EV parking, an amendment to the Zoning Bylaw is proposed which will require EV charging based on the provided parking.

July 18th, 2024 

As mentioned in previous updates, on July 8th, Council adopted amendment bylaws for EV charging requirements for new non-residential developments (commercial, industrial, institutional).

June 20th, 2024

As mentioned in previous updates, on June 10th, Council directed staff to bring forward amendment bylaws for EV charging requirements for new non-residential developments (commercial, industrial, institutional).  

The proposed requirements are outlined below: 

45% of total parking stalls are to be EV Ready as follows:  

  • 10% of parking spaces are EV Ready (Level 2 without Electric Vehicle Energy Management System (EVEMS)); 
  • 35% of parking spaces are EV Ready (Level 2 with or without EVEMS); 

With: 

  • 100% of accessible parking spaces are EV Ready (Level 2 with or without EVEMS); 
  • Accessible stalls are included within the 45%. 
  • 100% of Shared Vehicle Organization (e.g. Evo, Modo etc.) parking spaces (Level 2 with or without EVEMS and includes a minimum of one Electric Vehicle Supply Equipment (EVSE); 
  • Any Shared Vehicle parking space is counted separately from the 45% minimum requirement. 

Exemptions from the proposed requirements include: 

  • Existing parking spaces, or new parking spaces for existing non-residential developments; 
  • Rezoning applications that have advanced past First Reading of the Rezoning Amendment Bylaw. Applicants would be encouraged to comply, but would not be required as at this stage of the development the building design is generally confirmed, and EV charging may be difficult to incorporate; 
  • Building Permit applications submitted and accepted by the City before the adoption of the proposed Zoning Bylaw amendments. Applicants would be encouraged to comply but would not be required as the building design has been completed at this stage of the development, and EV charging would be difficult to incorporate.

November 26th, 2023

On October 30th, Council authorized City staff to engage with interested parties on the proposed EV charging requirements for new non-residential developments.  

Guiding policy objectives include: 

  • Increasing access to workplace and opportunity (public) charging; 
  • Creating equity in access to charging; 
  • Supporting expansion and transition of vehicle-share fleets to electric to enable a shift away from personal vehicle ownership; 
  • Minimizing costs (construction and occupant); 
  • Simple review and enforcement; 
  • Supporting expansion of the public charging network; 
  • Future proofing buildings for alternate use of electrical infrastructure as personal vehicle ownership declines; 
  • Applying requirements to all non-residential zoning districts, including commercial, industrial, and institutional.
