City of Burnaby - Finalized Edmonds, Royal Oak, and Cascade Heights Community Plans
Adopted
As mentioned in previous updates, on March 25th, Council adopted finalized Edmonds, Royal Oak, and Cascade Heights Community Plans. The community plans will play a key role in providing guidance and expectations for future development applications in these areas alongside the Official Community Plan (OCP), Zoning Bylaw, and other key policies.Â

Where needed through the Burnaby 2050 OCP update, further consultation and opportunity to implement minor amendments to land use designations and other elements of the community plans may still be provided after the plans are adopted. The next public consultation phase for the Burnaby 2050 OCP update project is anticipated for spring 2025, with finalization of the new OCP anticipated for late 2025. Once finalized, the new OCP will also include further details on the future roles and objectives of neighbourhood-specific community plans and how they will be integrated within the broader policy context outlined in the OCP.Â

At Planning & Development Committee on October 17th, Council endorsed the draft plans for Edmonds, Royal Oak, and Cascade Heights. Â
Staff will present the draft community plans to the public as a basis for a final round of informative engagement and feedback before presenting them to Council for consideration and adoption, anticipated in December 2024. Â

November 26, 2023
At Planning and Development Committee (PDC) on November 8th, Council received a report for information with the results on Phase 1 of public consultation. Key themes from this engagement included:
- Edmonds: desire for larger variety of building and housing forms, taller tower forms were less supported throughout the Town Centre;
- Royal Oak: support for more housing form and options, especially rental, given the community’s strategic transit-oriented location, support for improving commercial areas and creative employment opportunities, and the need for streetscape, public realm, and trail improvements throughout the community;
- Cascade Heights: support for leveraging the community’s proximity to Burnaby Hospital to support higher-density residential uses and more community amenities and services throughout an expanded plan area boundary, especially along Sunset Street.
Feedback received through Phase 1 will be utilized to develop more detailed draft plan directions in future phases of the community planning process, to be presented in separate future reports to PDC and Council. Next steps include future public consultation over the next year, with anticipated plan adoption by Council in Fall 2024.
