City of Burnaby - TDM Guidelines

As mentioned in previous updates, on November 4th, the Transportation Demand Management (TDM) Guidelines were brought to Council for discussion and further policy direction. An amendment was passed to increase the minimum transit support amount from $0 per dwelling unit to $1000.

July 18, 2024 

At Planning and Development Committee on July 10th, Council directed staff to apply the Transportation Demand Management (TDM) Guidelines to rezoning applications within Transit-Oriented Areas (TOAs) that have yet to receive First Reading. At the request of applicants that are in-stream but have not yet reached Final Adoption, staff are authorized to amend the TDM measures applicable to align with the new Guidelines.  

A summary of the TDM requirements are as follows: 

Although the TDM Guidelines are intended for developments within TOAs, the General Manager Planning and Development and General Manager Engineering may consider, on a case-by-case basis, whether parking reductions for rezoning applications for developments outside a TOA are supportable and recommend associated TDM measures per the TDM Guidelines for Council’s consideration and approval.  

Regarding next steps under Bill 16, staff will consider imposing TDM requirements by bylaw and bringing a future report to Council.
