On March 10th, Council authorized staff to advance in-stream applications to Council for consideration to ensure projects are protected from the updated Development Cost Charges (DCCs) as the in-stream period ends on June 23, 2025. Protection against new Amenity Cost Charges (ACCs) continues to apply to rezonings that were active at the time the initial ACC bylaw was adopted, and only once the ACC bylaw is amended in the future does the 12-month in-stream period start. New rezoning applications under the proposed Height-Based Framework will follow the new process once approved. 

Staff are also reviewing development procedures to streamline application processing while maintaining planning goals and will report back to Council on the broader impact of the procedural change. More information can be found in the full report by City staff.
