As mentioned in previous updates on February 24, Council gave First and Second Reading to New Non-Residential Zoning Districts. The revised amendments will take effect upon final adoption of the bylaw.

February 13, 2026
As mentioned in previous updates on February 10, Council authorized staff to bring forward Bylaw amendments on New Non-Residential Zoning Districts. Changes made since the last report include:
- Agriculture District (AM1):
- Single Family Dwelling use changed from a permitted secondary use to a permitted accessory use;
- Employment District (E1):
- Storage Facility use changed from a permitted principal use to a permitted secondary use;
- Added a new condition requiring Storage Facilities to be located above the ground-level storey, in addition to the existing prohibition within 400 m of a SkyTrain station;
- Car Wash Facility removed as a separate permitted use since it is already included under the definition of Service Station;
- Redundant screening conditions for Towing and Impound Lot and Works Yard removed, as screening requirements already apply to all uses;
- Removed the prohibition on outdoor uses for Contractor Services to align with permissions under Works Yard;
- Industrial District (I1):
- Storage Facility use changed from a permitted principal use to a permitted secondary use;
- Added a prohibition on Storage Facilities within 400 m of a SkyTrain station, in addition to the existing requirement that they be located above the ground-level storey;
- Removed the requirement that Recycling and Waste Processing Facilities be located on publicly owned or operated lands; and
- Removed Autobody Repair Service from the I1a Sub-District, as it is already captured under the permitted Service Station use.

February 3, 2026
On January 12, Council referred a report back to staff for more discussion on establishing five new zoning districts. The proposed Districts are as follows:
- One new Employment “E1” District;
- One new Industrial “I1” District;
- One new Agricultural District – designated in the interim as “AM1” to differentiate it from the existing A1 District; and
- Two new public “P” Districts: “Parks, Open Spaces, and Natural Areas” and “Institutional” – designated in the interim as “PM1” and “PM2,” respectively, to differentiate them from the existing P Districts.
The City is requesting feedback on the proposed Zoning Districts, representing the next phase of the Zoning Bylaw Rewrite project. This is planned to be followed up by the “repeal and replace” program, where the City is rezoned to all the new districts adopted by Council.Â
