City of Burnaby - Inclusionary Zoning Policy and Community Benefit Bonus Program

As mentioned in previous updates, on April 8th, Council endorsed both reports on the Inclusionary Rental requirements and the Community Benefit Bonus (CBB) Program. ย 

The Inclusionary Rental report proposed to set the inclusionary rental rate at the CMHC Market Median for all projects. The amount of units would then differ by โ€œquadrantโ€, with the West quadrants subjected to 10% of units and East quadrants by 5%. During the meeting, the CBB program was amended to target affordable housing and childcare as amenities to be provided through the program in the Eastern quadrants.ย 

Regarding the Community Benefit Bonus Program, the proposed approach introduced requirements for municipalities opting to utilize bonus benefits through Bill 16. R3-R6 zones would be subject to discretionary approval on bonus height, R7-R8 would be permitted up to 10 storeys, and R9 would permit unlimited storeys. During the meeting, this was amended to eliminate the R9 district, permit up to 10 storeys for R6, and permit unlimited storeys in R8.ย 

UDI will be engaging in discussions with the City regarding a review of the Inclusionary Zoning financial feasibility analysis.ย

On March 10th, staff brought forward reports for endorsement on Inclusionary Rental requirements and the Community Benefit Bonus Program. Both motions for endorsement were defeated by Council, referring the reports back to staff to further workshop requirements.ย 

Regarding the Inclusionary Zoning (IZ) requirements, at the October 7th, 2024, meeting, staff presented an economic analysis supporting the proposed IZ requirements and were instructed to increase the percentage of IZ units while exploring tools to enhance development viability under stricter requirements. After staff reported back at the March 10th meeting, they were directed to further workshop alternative methods to increase requirements and improve development feasibility. However, Council did adopt proposed changes to purpose-built rental (PBR) units and directed staff to advance those projects.ย
