City of Burnaby - 2050 OCP Final Report

As mentioned in previous updates, on September 9, Council gave First and Second Readings to the Burnaby 2050 Official Community Plan (OCP), which will be referred to Public Hearing on October 6, 2025. The Plan includes a land use framework to meet at least 20 years of housing needs across all classes, aligning with Provincial housing legislation. ย 

The OCP designates Development Permit Areas (DPAs) for the establishment of objectives for: ย 

  • the form and character of intensive residential development;
  • the establishment of objectives for the form and character of commercial, industrial or multi-family residential development; ย 
  • the protection of the natural environment, its ecosystems and biological diversity; and
  • the mitigation of the effects of displacement on tenants who will be or have been displaced from their rental units in relation to a redevelopment or proposed redevelopment.ย 

Rezoning applications consistent with the 1998 OCP can proceed if submitted before final adoption and adopted within 12 months after. New rezoning applications post-adoption must ย 

align with the 2050 OCP.ย

April 15, 2025

On April 8th, Council received the Draft Official Community Plan (OCP) for information and launched the Phase 4 engagement program. The OCP adopts a height-based development framework that aims to simplify and modernize the Cityโ€™s approach to development by focusing on building height and form, simplifying development regulations, and improving the quality and reliability of planning and development outcomes.ย
