Adopted
As mentioned in previous updates, on September 9th, Council adopted proposed Development Cost Charge (DCC) and Amenity Cost Charge (ACC) waivers and reductions as detailed in Option #3 of the report. This option proposes providing general waivers and reductions based on criteria, enabling non-profit organizations and non-market rental developments to budget for costs appropriately.ย

At a Special Council meeting on May 27th, Council directed staff to proceed with the Development Cost Charge (DCC) and Amenity Cost Charge (ACC) waivers and reductions as detailed in Option #3 of the report. This option proposes providing general waivers and reductions based on criteria, enabling non-profit organizations and non-market rental developments to budget for costs appropriately.ย
DCC waivers would apply to:ย
- Not-for-profit rental housing, including supportive living housing; ย
- For-profit affordable rental housing; ย
- Subdivision of small lots designed to result in low greenhouse gas emissions; and, ย
- Development designed to result in a low environmental impact.ย
ACC waivers would apply to:ย
- Not-for-profit rental housing, including supportive living housing; andย
- For-profit affordable rental housing.ย
Proposed waivers and reductions would only apply to the following:ย
- 100% of ACC and DCC charges for voluntary non-market housing. Compulsory inclusionary non-market housing would not be eligible for any waivers or reductions; andย
- 50% of ACC and DCC charges for below-market student housing that serves BCIT or SFU.ย
