On October 28, Council authorized staff to bring forward amendments on the Community Benefit Bonus and Capital Cost Rates. The Rates are proposed to establish the value and size of community benefit bonus housing and amenities under the new density bonus provisions.ย
The Community Benefit Rates (CBR) are proposed as follows:ย

The report noted CBR findings include:ย
- Rates are consistent across different Zoning Districts from R6-R8 under the same City of Burnaby Quadrant;
- Rental tenure rates typically achieve 20-25% lower compared to strata tenure rates; and
- The Southwest Quadrant has the highest CBRs, followed by Northwest Quadrant. Northeast and Southeast Quadrant have the same CBRs.ย ย
The Capital Cost Rates (CCR) are proposed as follows:ย

The report noted CRR findings include:ย
- Rates by category are consistent across the City and are not Quadrant-based; and
- Alternative amenities do not have a specific CCR, given the variation of potential alternative amenity types and costs, but the costs of providing the alternative amenity will need to be at least equivalent to the required CBB amenity value.ย
CBRs and CCRs will be posted on the Cityโs website, and the intent is to bring forward a report to Council to adjust the rates, as needed, at least once per calendar year and more frequently in the event of market turbulence. More information can be found in the full report by City staff.ย
