As noted in previous updates, on July 28, Council gave final adoption to amendments updating the City's ACC Program. Rather than adjusting ACC rates, the adopted approach holds current rates steady to avoid instability in development charges. In order to bring new projects into the program while keeping the municipal assist factor unchanged, the City will offset them by reducing the value of previously approved projects. This adds roughly $324.4 million in new growth-related project costs, balanced by removing a comparable amount previously allocated to the Confederation Park Community Centre and Bonsor Recreation Complex.Â

On July 14, Council authorized the City Solicitor to bring forward bylaw amendments to implement the proposed updates to the ACC Program. The staff report recommends maintaining current ACC rates to avoid creating instability in development charges; to achieve this while adding new projects and keeping the municipal assist factor unchanged, staff propose offsetting the new projects by reducing the value of previously approved projects in the ACC Program. Specifically, the report proposes adding approximately $324.4 million in new growth-related project costs while removing a roughly equivalent amount of growth-related costs previously allocated to the Confederation Park Community Centre and Bonsor Recreation Complex projects.Â
